check the carburator is well fitted. If so take it out and open to inspect the float bowl. The float should be able to moove freely.
While the carb is open clean the jets.
Check if the manifold is connected correctly.
It seams either you have an air leak or a problem in the carb float.
As far as the oil loss in the „dimension tire“ (I think you mean rear tire or the rear drum), you should put a new oil seal in the rear drum.
