PM40 Missing parts

Hello,
 
I have just received my pm40 for my vespa smallframe, but some part are missing.
I have not the two stainless exhaust springs, and the rubber arround the silencer.
Is it normal or do i have to order this parts?
That's sad for a 300euros item.
